You can convert a PDF to EPUB for free with an online converter or with the free desktop program Calibre. Both work well when the PDF contains real, selectable text, and the result is only as good as the PDF's structure. A free converter that keeps chapters and a working table of contents is the one to pick if you want a book rather than a pile of pages.
This guide is for people with a text PDF, such as a novel, report, manual or long article. It covers the free methods, the checks that tell you whether the conversion worked, and the cases where a free tool will let you down.
Can you really convert a PDF to EPUB for free?
Yes. Several free routes exist, and the best one depends on your file. Online converters need no installation, and Calibre is free, open-source software that runs on your computer.
The catch is that PDF and EPUB are built differently. A PDF fixes every line at a set position on a page, while an EPUB is a flowing stream of text that adapts to your screen. Calibre's own manual says PDF is a really, really bad format to use as input, with output ranging from decent to unusable depending on the PDF (Calibre manual). So "free" is the easy part. Keeping the structure is where converters differ.
| Method | Cost | Install needed | Chapter and TOC handling | Best for |
|---|---|---|---|---|
| Generic online converters (HiPDF, Zamzar, PDF24 and similar) | Free, often with limits | No | Usually a plain conversion with little structure | Quick one-off files |
| Calibre | Free | Yes | Configurable, but you set it up yourself | Technically comfortable users |
| Convert2EPUB Standard model | Free for text PDFs | No | Automatic chapter detection and a working TOC, as the site describes | Novels and ordinary text PDFs |
The generic converters are fine if you only need a different file extension. We haven't tested each of them chapter by chapter, so check the output with the list in the next section.
How do I convert a text PDF to EPUB step by step?
Check that your PDF has selectable text, upload it, choose reflowable output, convert, and then inspect the chapters. The whole process takes a few minutes for an ordinary book.
Step 1: Confirm the PDF has real text
Open the PDF and try to highlight a sentence with your cursor. If you can select words, it's a text PDF and free conversion will work. If the pages behave like pictures, it's a scan and needs OCR (reading text from images). See the scanned section below.
Step 2: Clean up the source if you can
Free conversion is more reliable when the source is tidy. Before converting:
- Use the original document (Word, Google Docs or similar) if you still have it. Converting from DOCX usually keeps headings far better than converting from a PDF export.
- Prefer single-column PDFs. Columns are a common reason for scrambled reading order.
- Remember that headers, footers and page numbers repeat on every page. Calibre's manual notes that headers and footers can end up in the text and throw off paragraph unwrapping, and it suggests removing them with its search-and-replace panel.
Step 3: Upload and choose settings
On Convert2EPUB, drop the file in (PDF, DOCX, RTF, TXT, ODT, HTML, Markdown and EPUB are accepted, up to 100 MB). Then choose these options:
- Conversion model: Standard, which the site lists as free for text PDFs and best for novels and ordinary text. The Pro model costs 2 credits per page and is aimed at harder layouts.
- Mode: Auto, or Reflowable if you want to force text that resizes. Fixed layout keeps the page appearance instead.
- Target device: Tablet or general, 6" e-ink, 7" e-ink, or generic e-ink.
- Title and author: Fill these in so the book shows up correctly in your library.
- OCR: Leave it off for text PDFs. The site says it's for scans with no text at all, and it's skipped automatically when not needed.
Then press Convert to EPUB. The site says uploaded files are deleted automatically, and that 30 credits are free when you create an account.
Step 4: Download and run the quality check
Don't send the file to your reader until you've run the checks in the next section. Fixing a bad conversion is easier before it's loaded onto a device.
The Calibre alternative
If you prefer to work offline, install Calibre, add the PDF, click Convert books, and choose EPUB as the output. Two settings are worth knowing:
- Structure Detection: lets you tell Calibre what counts as a chapter heading.
- Table of Contents: lets you build the TOC from detected chapters.
Expect to experiment. The manual lists limits you should know about: complex, multi-column and image-based documents aren't supported, and links and tables of contents aren't carried over from PDF input. That means a TOC from Calibre is something you generate, not something that survives from the PDF.
How do I check that chapters and formatting survived?
Open the EPUB and test five things: the TOC, chapter starts, paragraph breaks, images and page clutter. A good conversion passes all five in under ten minutes, even for a long book.
Use this checklist on any converted file:
- Table of contents: Open it from your reader's menu. Each entry should jump to the right chapter, and the entries should have real chapter titles rather than "Section 1" or page numbers.
- Chapter starts: Jump to three chapters spread across the book. Each should begin at the top of a new screen, not mid-paragraph.
- Paragraphs: Look for sentences broken in the middle of a line or two paragraphs merged into one. This is the commonest sign of a failed "unwrap" step.
- Page numbers and running headers: The book title or a number like "47" should not appear between paragraphs.
- Images and special characters: Check that pictures are still present and that ligatures such as "fi" or "ff" appear properly. Calibre's manual warns that some PDFs use special glyphs for ligatures, and converting them may or may not work.
- Text size: Change the font size in your reader. The text should reflow. If it stays tiny, the file is effectively still a fixed page.
Two quick fixes help if something fails. If the TOC is missing, rerun the conversion with a different mode or model. If the chapters are fine but the paragraphs are broken, the source PDF probably has hard line breaks, and a cleaner source file is the best remedy.
When will a free PDF to EPUB converter not work well?
Free conversion struggles with scans, multi-column layouts, equations and heavily designed pages. In those cases you'll get readable text at best, and sometimes a garbled result.
| PDF type | Free conversion result | What to do |
|---|---|---|
| Single-column text (novels, essays, reports) | Usually good | Run the checklist and enjoy |
| Scanned pages with no text layer | No text to extract without OCR | Turn on OCR; expect text-only output. See scanned PDFs and OCR |
| Two-column academic papers | Reading order may jump between columns | Try the Pro model or find a single-column version |
| Textbooks with equations and footnotes | Equations and tables often break | See textbook PDF to EPUB |
| Non-English fonts or right-to-left text | May produce wrong characters | Test a few pages first |
Calibre's manual states that PDFs displaying complex text, like right-to-left languages and math typesetting, will not convert correctly. That's a limit of the format and not a fault of any one tool.
For scans, our site says OCR is slow and the result is text-only, so a scanned book with many illustrations won't keep them as they were.
Which EPUB settings matter for a Kindle or e-reader?
Choose reflowable text and the right target device. Then send the EPUB to your Kindle as it is. Send to Kindle takes EPUB files directly, so you rarely need to convert to a Kindle-specific format.
Our site makes the same point: Send to Kindle takes an EPUB as it is, and you only need to convert further if you want to copy a book over USB. The options differ by situation:
- Tablet or phone: a general target works well, and you can adjust the font in the reading app.
- 6" or 7" e-ink reader: pick the matching size so margins and images are sensible on a small screen.
- Older Kindles (before 2012): these may need MOBI, which the converter lists for that reason.
- Kindle by USB: AZW3 is offered for copying over a cable.
For the full Kindle workflow, read our guide to PDF to EPUB for Kindle, or go straight to EPUB to Kindle if you already have the EPUB.
If you'd like to try the free route described here, you can upload a text PDF to Convert2EPUB and use the Standard model.
Frequently asked questions
Is it safe to upload a PDF to a free online converter?
It depends on the service and on what's in the file. Check whether the site says how long it keeps uploads. Convert2EPUB states that uploaded files are deleted automatically. For confidential documents, a local tool such as Calibre keeps the file on your computer.
Why does my converted EPUB have no table of contents?
PDF files often have no machine-readable chapter structure, and Calibre's manual notes that tables of contents aren't carried over from PDF input. A converter has to detect chapter headings from the text, and it can only do that if the headings look different from body text. Try another converter or model, or convert from the original Word file.
Can I convert a scanned PDF to EPUB for free?
You can, but it needs OCR, which is slower and less accurate than converting a text PDF. The result will be text only, so images and layout won't carry over. Try the free route with a few pages first to judge the quality.
What's the difference between reflowable and fixed-layout EPUB?
Reflowable EPUB lets text resize and rewrap to fit your screen, which suits novels and ordinary text. Fixed layout keeps each page looking as it did in the PDF, which suits illustrated or highly designed pages, but you'll often need to zoom and pan on small screens.
Do I need Calibre to convert a PDF to EPUB?
No. Calibre is a capable free option, but an online converter can do the same job without an install. Calibre gives you more manual control over structure settings, while online tools are quicker for a single book. Our converter comparison goes through the trade-offs.
